Strategy Planning and Performance

MidCentral District Health Board (DHB) is seeking to appoint an Advisor, Commissioning and Contracts, within their Strategy, Planning and Performance team.  This is a Tier 3 senior leadership position and will have a key role shaping how the DHB works with external health service providers across the district.

About Us
Join MidCentral District Health Board and become part of our journey as we continue with our transformational change to establish the organisation as a high performing health system. The transformation involves introducing a cluster-based approach that delivers integrated care by engaging across primary, specialist and community based service providers.
Through the cluster-based approach MidCentral is aiming to achieve improved health outcomes for the communities we serve by delivering seamless care to our communities, providing access to health services and models of care that are co-designed and consumer/family/whanau-centred.  We have chosen to aspire to quality and excellence by design and improved equity of outcomes for our population.

The Strategy Planning and Performance team’s role is to support the development of the service clusters while at the same time ensuring coordination and consistency across the DHB.  Strategy, Planning and Performance’s particular contribution role is to ensure coherent strategic direction that is implemented through plans and actions (including commissioning), and which links to performance management and accountabilities.

About the Role
The purpose of this role is to enable MidCentral DHB to have a coordinated approach and use best practice in the commissioning of health services from external providers such as Maori providers, Non-Governmental Organisations and private providers.  You will do this primarily by providing systems, resources and expertise to support the cluster Planning and Integration Leads who have primary responsibility for external contracts.  You will also undertake monitoring and oversight of DHB contracting activity, and you will have direct involvement with specific providers and contracts, with an emphasis on those that cross clusters or involve a high level of complexity.

The role will involve providing leadership for the implementation of innovative forms of contracting such as outcomes based contracts, relationship contracts, alliancing, and collective impact.

To be considered appropriate for this role, you will have:

  • A commitment to equity, and an awareness of the issues faced by the least advantaged populations in our district
  • Stakeholder management and relationship building skills, and a sophisticated toolkit of influencing techniques
  • A strong commitment to supporting the development of others, and a proven ability to develop systems, processes and resources
  • Experience and demonstrated capability in managing health service contracts across the whole commissioning cycle
  • Strong commercial acumen and a proven ability to manage procurement processes and contracting activities to achieve business objectives
  • A background in health and knowledge of the health or public sector is desirable, as is a clinical or health management qualification or equivalent experience

This is an exciting opportunity to join our organisation and be part of driving improved health outcomes for the communities we serve as MidCentral District Health Board delivers on our vision of Quality Living, Healthy Lives, Well Communities.

About Our Region
MidCentral DHB serves a population of 180,000 people and is based in Palmerston North.  This is a family friendly city where you can enjoy the New Zealand countryside lifestyle without missing out on the advantages of a big city. With a diverse artistic community, Palmerston North is home to a multitude of cultural events, cafes, restaurants and sports activities. Its central place in the lower half of the North Island makes it easy to access the beautiful ski fields 2 hour’s drive north, Wellington 2 hours south, vineyards 2 hours east, wonderful hiking and biking areas 10 min east and the west coast beaches only a 30 minutes’ drive west.

MidCentral District Health Board is committed to ensuring that children and young people are safe from abuse and harm. As part of our commitment to children and young people, and in line with the Vulnerable Children Act 2014, appointment to positions that involve regular or overnight contact with children will include worker safety checks. These checks are in addition to the requirement to have a satisfactory police clearance. Further information will be provided to shortlisted candidates. More information about the Vulnerable Children Act 2014 is available from the Ministry of Vulnerable Children website.

MidCentral District Health Board employs more than 2500 staff at Manawatu, Palmerston North, Tararua and Horowhenua and Otaki districts.
Palmerston North Hospital is a 350 bed secondary hospital, which services an urban population of 80,000 and a total population catchment of 168,000. In addition, the hospital is a teaching hospital, and is associated with both Auckland and Otago medical schools.
Palmerston North is a major university city and is at the hub of key routes to the central North Island ski fields, and river adventures. Wellington the capital city, is only a two hour journey by road, as are the wine growing regions of Hawke's Bay and Wairarapa.
