Strategy Planning and Performance
MidCentral District Health Board (DHB) is seeking to appoint an Advisor, Commissioning and Contracts, within their Strategy, Planning and Performance team. This is a Tier 3 senior leadership position and will have a key role shaping how the DHB works with external health service providers across the district.

The Strategy Planning and Performance team’s role is to support the development of the service clusters while at the same time ensuring coordination and consistency across the DHB. Strategy, Planning and Performance’s particular contribution role is to ensure coherent strategic direction that is implemented through plans and actions (including commissioning), and which links to performance management and accountabilities.
About the Role
The purpose of this role is to enable MidCentral DHB to have a coordinated approach and use best practice in the commissioning of health services from external providers such as Maori providers, Non-Governmental Organisations and private providers. You will do this primarily by providing systems, resources and expertise to support the cluster Planning and Integration Leads who have primary responsibility for external contracts. You will also undertake monitoring and oversight of DHB contracting activity, and you will have direct involvement with specific providers and contracts, with an emphasis on those that cross clusters or involve a high level of complexity.
The role will involve providing leadership for the implementation of innovative forms of contracting such as outcomes based contracts, relationship contracts, alliancing, and collective impact.
To be considered appropriate for this role, you will have:
- A commitment to equity, and an awareness of the issues faced by the least advantaged populations in our district
- Stakeholder management and relationship building skills, and a sophisticated toolkit of influencing techniques
- A strong commitment to supporting the development of others, and a proven ability to develop systems, processes and resources
- Experience and demonstrated capability in managing health service contracts across the whole commissioning cycle
- Strong commercial acumen and a proven ability to manage procurement processes and contracting activities to achieve business objectives
- A background in health and knowledge of the health or public sector is desirable, as is a clinical or health management qualification or equivalent experience
