A Statement of Intent is prepared annually. It describes to Parliament (Government) and the communities of MidCentral's district what the DHB intends to achieve over the next three years in terms of promoting, enhancing and facilitating the health and wellbeing of people in the district.

The Statement of Intent incorporates the three key activities of the Board:
- governance (the Board)
- funder (planning and funding health and disability services)
- provider (hospital and associated services)
It is prepared by MidCentral DHB to meet the requirements of section 42 and section 39(8) of the NZ Public Health and Disability Act 2000 and section 139(1) of the Crown Entities Act 2004.
The work of MidCentral DHB can be broadly categorised as follows:
- long term and annual planning
- operational performance
- systems and processes
The Statement of Intent identifies key deliverables and targets for each category. At the end of each financial year MidCentral DHB's reports on the achievement of these deliverables and targets. This occurs through its Annual Report.
