Meet the Management Team
MidCentral DHB is led by an Executive Leadership Team of seven.

Murray has been MidCentral District Health Board’s CEO since 1999. Originally joining the organisation in 1994, he has undertaken several roles prior to becoming the CEO. The organisation has changed considerably during this time.
He has gained considerable management and leadership experience across a wide range of industries – in both the public and private sectors, including primary production, tourism, pharmaceuticals and social services.
Murray has had, and maintains, governance roles in health related organisations plus community and privately owned entities.
Heather Browning, General Manager, Enable New Zealand
Heather trained originally as a Physiotherapist and worked for a number of years in New Zealand and Australia primarily in services for disabled people. She managed a range of Physiotherapy Services in West Australian until her return to New Zealand in 1989. She worked with the Muscular Dystrophy Association initially as the national advisory Physiotherapist and then as the Director for a number of years.
Heather then moved to the Health Funding Authority as a project manager before taking up her role as General Manager at Enable New Zealand in 2001.
Mike Grant, General Manager, Planning & Support
Mike has a long association with health. He joined MidCentral DHB in 2002, taking up the role of General Manager, Funding Division. In 2009 his responsibilities were extended to include corporate services.
Mike has played a leading role in the development of MidCentral DHB’s strategic direction, and led the development of the first regional service strategy for the central region. The capacity and capability of MidCentral DHB’s primary care sector has grown under Mike’s leadership, and fundamental to this has been his work in integrating primary and secondary care services.
Mike is chair of the Central Region’s cancer control network.

Dr Kenneth Clark, Chief Medical Officer
Dr Kenneth Clark, MBChB, FRANZCOG, FRCOG, FRTCOG (Hon), is MidCentral DHB's Chief Medical Officer. He has worked at MidCentral DHB since 1989 when he joined as a senior registrar. The following year he became a consultant, and took up the CMO role in 2002. During this time he has been heavily involved in regional service development and the enhancement of clinical governance at all levels – local, regional and national.
A specialist obstetrician/gynaecologist, working in both public and private practice, Ken is actively involved in the Royal Australian & New Zealand College of Obstetricians and Gynaecologists (RANZCOG). He has served as the College’s president, and now Chairs the Asia-Pacific Committee, and the Ethics Advisory Committee. He was awarded an honorary fellowship by the British College in 2007 for services to women’s health.
Chiquita Hansen, Clinical Director - Primary Health
MidCentral DHB works in close collaboration with its primary sector. In recognition of this, the Central PHO's Clinical Director, Primary Care, Chiquita Hansen, is a member of the DHB's executive leadership team. Chiquita is also Director of Nursing Primary Health Care, Health Care Development with MidCentral DHB; a role she had held since 2003. Under her leadership, the role of primary health nursing has grown significantly.
Chiquita entered the health sector as a nurse assistant in Horowhenua in 1982 and has held many nursing roles since this time, the majority of which have been in primary health care and nursing leadership. In 2004 Chiquita completed her Master of Philosophy in Nursing and her thesis concerned professional practice attributes of public health nurses in NZ.
Hentie Cilliers, Regional General Manager, Human Resource & Organisational Development
This role, held by Hentie Cilliers, covers both MidCentral and Whanganui DHBs and was established as part of the alliance (centralAlliance) between the two organisations.
Hentie joined the New Zealand Health Sector in 2008. He started his career in the Department of Health and Population Development in South Africa, and has worked in a variety of public and private organisations.
Hentie’s academic background is in organisational psychology and management of change and transformation, and general management.
